Montana Integrated Justice Information System Broker
‘Implementing Standards Based Information Exchanges in Montana’
Mike Jacobson, Montana Department of Justice
Karen Nelson, Office of the Court Administrator
DOJ’s Information Technology Services Division developed a strategic vision to enhance the sharing of information between justice agencies and to enable the integration of justice information systems in Montana, known as the Montana justice integration initiative. This initiative is being completed using a phased approach to achieve each strategic goal and the overall goal of justice information integration in Montana. The implementation of the resulting “IJIS Broker” and the identified information exchanges are being accomplished through the development of GJXDM compliant IEPD’s consistent with a Service Oriented Architecture. To the DOJ and all its stakeholders, the establishment of the IJIS Broker provides an open standards platform to share complete, accurate, and timely information between partner agencies in a heterogeneous environment. This session will present the background, approach, technology and a case study of implementing standards to share justice information. (Lewis Room)

Deploying GIS to the Enterprise
Bryant Ralston, ESRI and Marty Balikov, ESRI
This session is designed for IT and GIS managers and will outline the key fundamentals and considerations in developing and implementing an Enterprise ArcGIS Server environment as a foundation for building business solutions. Key elements include identifying agency needs, proper planning, licensing considerations, conceptual architectures and lessons learned deploying GIS functionality via web applications and web services that can be used by clients, including ArcGIS Desktop, ArcGIS Explorer, and browser-based applications. Traditional GIS functions like Geodata Management, Visualization, and Spatial Analysis are all available through ArcGIS Server. ArcGIS Server applications are developed using the same underlying ArcObjects as those that make up the ArcGIS Desktop products. We will outline the workflow for using ArcGIS Server, including authoring a GIS resource, publishing the GIS resource to ArcGIS Server as a service, and using the service from a client application. Best Practices in Enterprise Identity and Access Management (non-technical)
Liza Lowery Massey, CEO, The CIO Collaborative
More sensitive and confidential data is being stored on-line than ever before. At the same time, our systems are under attack. We try to secure the enterprise but it is very expensive and management’s understanding and support are often lacking. Worse yet, some of our security measures are seen as counter-productive. Attend this session to learn how implementing a best practice based Identity and Access Management (IAM) program can help. (Captiol)

No More Silos – Reaching Out with Applications and Support
Mark Van Alstyne, Montana Secretary of State’s Office, IT Manager
Organizations are continuing to implement “silo” applications that are isolated from the other systems and processes crucial to the organization’s success. This session will take a quick look at two new SOS initiatives, the Administrative Rules of Montana system and the SOS Information Management System (SIMS), and their approach to eliminating “silos,” and reaching out to the customer base.
In addition, this session will look at another “silo” of information in many agencies – the customer support (help desk) application. SOS is utilizing a customer service portal that allows customers to find answers themselves and help construct a proactive knowledge base where correct, current, and consistent information is available to everyone. Now that the Smoke Has Cleared... ArcObjects for the Desktop, Field and Web
Sean Myers, Kris Larson, Catherine Love – CDM, GIS Specialists
Now that the smoke around ArcGIS Server and ArcEngine have cleared, there are some practical examples of how ArcObjects development is helping state and local governments grapple with the concepts of system integration and interoperability. During this session we will look at how the ESRI product suite components are coming together to support complete enterprise solutions for these organizations. The session will include a presentation of a custom ArcMap desktop GIS tool, a mobile GIS application running on ArcEngine, and a web-based GIS application running on ArcGIS Server. This presentation will give a general overview and demonstration of the applications along with some brief technical development background, and strategies for integrating these and other systems within an ArcGIS Server environment. “Records Management and IT: Bridging the Chasm of Misunderstanding”
Dr. Mark Langemo, CRM, and Dr. Timothy O’Keefe, Ph.D.
It is essential that IT professionals and records managers now collaborate regularly and consistently if information resources and records (digital, paper, and other) are to be managed in any organization. Unfortunately, records managers and IT leaders often don’t understand each other, often don’t fully understand each other’s work, and often don’t combine their expertise and experience to accomplish successful organization-wide information management. Dr. Tim O’Keefe, a Ph.D. in IT with 20+ years of real-world IT experience, and Dr. Mark Langemo, CRM, a 41-year records management professor emeritus and consultant will present a straight-forward energetic presentation about how to effectively bring IT and records management professionals together for the benefit of them and their organizations.

Developing and deploying enterprise GIS solutions with ArcGIS Server and Explorer
Tim Weisenburger
This presentation is focused towards GIS programmers and application developers and will focus on thinking about maps in web-enabled GIS applications, considerations when publishing map resources, their properties and planning, and utilizing a map cache. There are best practices that users have learned in order to increase application productivity. This additional information on these methods when implementing ArcGIS Server will definitely help you in developing robust applications.
ArcGIS Explorer is a free and freely distributable 3D client for ArcGIS Server. Explorer allows users to easily use GIS services in an easy to use non-GIS centric context. ArcGIS Explorer can be customized in a number of ways to enable expanded and additional functionality, change the interface appearance, change access to data and functions, and to make localized deployments of Explorer for those sites setting up ArcGIS Server implementations. This session will touch upon the customization options for Explorer and provide further resources for continued study and implementation. (Judicial Room) |
Migrating to Agile Software Development: Overcoming the Challenges
Dennis Phillips, Ph.D., CEO, Gold Systems
Rapid and erratic change in requirements, demands for decreased time to market and the use of leading or bleeding edge technologies drive software development organizations to implement new methodologies. Agile methods are emerging as the choice of many organizations to address current demands on software development groups. Migrating to these methods introduces many challenges to a traditional plan –driven organization. This presentation will discuss the challenges of migrating to Scrum from traditional, plan-driven methods and provide an approach to meeting those challenges through example and case studies.
